    Article by Daniel Person In a ruling dated Nov. 7, U.S. District Judge Clarence Brimmer disagreed with U.S. District Judge Emmet Sullivan's ruling earlier this year that allowing more than 500 snowmobiles into Yellowstone was illegal.     On Monday, Nov. 3, the Environmental Assessment (EA) on continued winter motorized access to Yellowstone and Grand Teton Parks was released for public review and comment. First announced on Oct. 2, it is this EA process that will determine options that would authorize over-snow access, including snowmobiles to Grand Teton and Yellowstone National Parks for the next three winters.     Blair Morgan has arrived closer to home after suffering a severe back injury during practice for the Motocross Valvoline of Montreal on Sat., Sept. 20, at Olympic Stadium.
